Levels can have optional or required objectives. If it's red, it has not been "fully completed" (which could mean you exited out of the course while it was in progress, missed an objective or the level has an additional course in it). If it is green and glowing, then it is a level you have not beaten yet. If the button is gray, it means it's unplayable, likely due to you not being able to reach it yet.
